Jennifer Bissell ( This e-mail address is being protected from spam bots, you need JavaScript enabled to view it ), Deputy Director, has been with DC Campaign to Prevent Teen Pregnancy since it was founded in 1999. She has over ten year’s progressive experience in community organizing; psychotherapy; case management and program management. Bissell has a strong commitment to parent-child communication, client advocacy and community networking. She developed and implemented DC Campaign’s Parent Peer Educator project helping parents feel more comfortable talking with their children about love, sex and relationships. Bissell’s work has led to greater collaboration and increased communication among providers within the field of youth development. Bissell has a Masters of Social Work from the Catholic University of America.

Joyce Fourth Clemons ( This e-mail address is being protected from spam bots, you need JavaScript enabled to view it ), Communications Director, has been with DC Campaign since its founding and was previously with the Mayor’s Committee to Reduce Teenage Pregnancies and Out-of-Wedlock Births, the forerunner of DC Campaign. She is a writer and editor with a background in education, having taken a Bachelor of Science degree in secondary education from Bowie State University. Her teaching experiences have been in the District of Columbia and Prince Georges’s County. She was a founding member of the editorial staff for Washington Living Magazine and also worked as an editor/writer for Washington View Magazine. She has worked with Planned Parenthood of Metropolitan Washington and the DC Department of Parks and Recreation. She is a member of Delta Sigma Theta Sorority, Inc., an active Sunday school student and teacher, and a member of the Senior Usher Board at her church. Jay Cooper ( This e-mail address is being protected from spam bots, you need JavaScript enabled to view it ) works with DC Campaign’s Youth Leadership Task Forces, which is an outreach program designed to help young people make healthy choices. Previously, he worked with other non profit organizations in an effort to help young people become advocates for themselves. Involved in peer mentoring and public service from a young age, Jay has a keen insight into the challenges faced by today’s youth and the methods that will be most effective in promoting healthy decisions. Brenda Rhodes Miller ( This e-mail address is being protected from spam bots, you need JavaScript enabled to view it ) is the founding and current executive director. She has over 25 years of senior level experience in non-profit management including Planned Parenthood of Metropolitan Washington where she was responsible for opening a family planning center in a local AME Church as well as launching an abstinence based after school program at a local Baptist Church. In addition she has held leadership positions at the DC Department of Recreation, Greater Southeast Community Hospital and the Psychiatric Institute of Washington. She has consulted for the Metropolitan Washington Council of Governments, National Bar Association, National Council of Negro Women, Delta Sigma Theta Sorority, Inc., and National Black Child Development Institute. Married to Rev. Courtenay Miller and the mother of three, Brenda earned her graduate degree in Advertising from the University of Illinois, Champaign-Urbana. She is the author of "The Church Ladies’ Divine Desserts and Sweet Recollections," "The Laying on of Hands" and "The Church Ladies’ Celestial Suppers and Sensible Advice."
